Appellant, Alvaro L. Hernandez, Jr., is an inmate of the Texas Department of Corrections (TDC). He filed this civil rights action in August 1979, under 42 U.S.C. § 1983, alleging that certain TDC officials had violated his free speech rights under the First Amendment.
