delivered the opinion of the court:

Defendant, Illinois Racing Board (Board), appeals from an order of the circuit court of Cook County entered under the Administrative Review Act. That order reversed the decision of the Board which had granted plaintiff, Dr. James Lamar, his veterinarian license and then suspended it for 30 days due to plaintiff’s violation of Illinois Racing Board Rule 309a. In reversing the Board’s decision, the court found that Rule 309a was unconstitutionally vague and arbitrary. The Board now contends (1) that the rule met constitutional…
