Before the Court are Defendant’s Supplemental Brief in Support of Motion for Summary Judgment, filed July 13, 1999 and Plaintiffs’ Brief Regarding Subject Matter Jurisdiction. At issue is whether this Court or the United States Court of Federal Claims (“Claims Court”) has jurisdiction to hear this dispute.
