These appeals are in companion cases arising out of the refusal by the state bank commissioner to decline to issue, or to cancel and revoke, certificates of approval issued to the Union Trust Company or to the Fairfield County Trust Company to establish and operate two branch banks in the city of Stamford. The plaintiffs are the Fidelity Trust Company, a state bank corporation having its principal office in the city of Stamford, and the State National Bank of Connecticut, a national bank corporation having its principal office in the city of Bridgeport and branches in Stamford.
