John Pinheiro appeals from a judgment denying his petition for writ of mandate by which he sought to overturn the decision of the Civil Service Commission for the County of Fresno (Commission) upholding his dismissal as the county’s labor relations manager. On appeal, Pinheiro raises a number of issues, including that he was denied a fair hearing because the Commission relied on evidence outside the record when it upheld his dismissal.
