On November 6,1923, an amendment to the Constitution of the State was submitted to its qualified electors and approved by them. Because the defendant, as secretary of the Commonwealth, proposes to advertise another amendment for submission to them at the election to be held on November 4th of this year, and to notify the county commissioners, throughout the State, to print the official ballots accordingly, a taxpayer’s bill was filed in the court below, asking that he be enjoined from so doing, because, inter alia, article XVIII of our Constitution expressly…
