RECOMMENDED ORDER
This matter came on for hearing in Panama City, Florida, before Robert T. Benton, II, Hearing Officer of the Division of Administrative Hearings, on April 13, 1987. On April 17, 1987, the fifth and final day, the hearing convened in Blountstown, Florida, as an accommodation for certain witnesses.
