This is an action brought pursuant to K.S.A. 60-907 by a group of Thomas County taxpayers against their Board of County Commissioners to obtain an injunction against the issuance of general obligation bonds for the construction of a new hospital. The plaintiffs appeal from orders sustaining the defendants’ motion for summary judgment, overruling the plaintiffs’ motion for summary judgment, and granting an extension of a certificate of need.
