This is an appeal by Cross Country Entertainment, Inc. (Cross Country) from an order of the Court of *100Common Pleas of Allegheny County which dismissed an appeal from the denial by the Pennsylvania Liquor Control Board (Board) of an application for transfer of a restaurant liquor license and amusement permit and issuance of a provisional Sunday sales permit.
