On April 18, 2013, Plaintiff CapitalKeys, LLC (“CapitalKeys”), a public affairs firm based in Washington D.C., entered into a contract with the Democratic Republic of Congo and the Central Bank of the Democratic Republic of Congo (“Congo” and “Central Bank” respectively; collectively, “Defendants”).
