MEMORANDUM OPINION
HUVELLE, District Judge.
Plaintiffs, John Does # 1-5, are five individuals required to register as sex offenders pursuant to the District of Columbia’s 1999 Sex Offender and Registration Act (“SORA”), D.C.Code § 22-4001, et seq. (2001). 1 They attack the constitutionality of the SORA, arguing, inter alia, that it violates the Due Process Clause, the Ex Post Facto Clause and the Double Jeopardy Clause of the United States Constitution.
