Isa Shabazz, a pro se prisoner, brought this action under 42 U.S.C. § 1983 alleging that defendant prison officials violated his rights under the First Amendment and the Religious Freedom Restoration Act by denying him access to certain issues of the magazine Muhammad Speaks.
