William L. Watson and six other individuals (“the plaintiffs”) own apartment units (“multi-family units”) located in College Park, Georgia. These multi-family units are located near the William B. Hartsfield Atlanta International Airport which is owned and operated by the city of Atlanta (“the city”). In 1984, the city developed the Aircraft Noise Exposure Maps & Noise Compatibility Program (“the program”) to reduce land uses around the airport which were not compatible with the noise generated by the airport.
