The parents of Siobhan Holland, an emotionally troubled teenage girl, allege that the District of Columbia Public Schools (“DCPS”) violated procedural and substantive requirements of the Individuals With Disabilities Education Act, 20 U.S.C. § 1400 et seq. (1994) (“IDEA” or “Act”), and that those violations entitle the parents to reimbursement for the costs they incurred placing Siobhan in an appropriate private residential educational setting.
