Plaintiff, Donald E. Howard, a police officer, was injured when he tripped on a bolt protruding from the surface of an abandoned concrete bridge on which he was walking late at night in the course of his duties. He fell from the bridge into a desiccated creek, landing on his back.

The defendant, City of Melvindale, appeals a judgment on a jury verdict in favor of the Howards asserting that the bolt protruded only two inches and that under the “two inch” rule the city is not subject to liability for failing to correct this condidition.
