Petitioner, Citizens for Conservation (CFG), appeals the circuit court’s denial of its motion to reconsider the dismissal of its petition to disconnect territory by court procedure from the respondent, the Village of Lake Barrington (the Village). The trial court held that the petition did not satisfy the requirements of section 7 — 3—6 of the Illinois Municipal Code (the Disconnection Statute or the Statute) (Ill. Rev.
