Thomas Phillip P. is a seven-year-old boy who is presently in the State of New York.2 In this custody proceeding initiated by his paternal grandfather, Severio P., pursuant to the Uniform Child Custody Jurisdiction Act (UCCJA), both the child’s Law Guardian and the local child protective service join the petitioner in urging this court to exercise jurisdiction.
