This is in response to your request, made on behalf of Dr. Charles P. Fitzgerald and Mr. Lanny W. Hassell, for an opinion on the constitutionality of Act 670 of 1995. Correspondence from Dr. Fitzgerald and Mr. Hassell to you, attached to your request, expresses concern that the act may violate "an individual's right to privacy as outlined in the Fourth Amendment. . . ."
