These consolidated cases came before the Court on December 15,1999, on an appeal from a decision of the Warren County Board of Zoning Appeals that the proposed use of a road to service a proposed cement storage and *503distribution facility was not a grandfathered use and its denial of a variance to expand the use of the service road.
