The instant appeals, which we have consolidated for purposes of opinion, present the issue of whether an indigent defendant is entitled to representation by court-appointed counsel at an “implied consent” hearing held pursuant to section 11 — 501.1(c) of the Illinois Vehicle Code (Ill. Rev. Stat. 1981, ch. 95½, par. 11 — 501.1(c)).
