Appellant Best & Company (“Best”) brought suit against appellee Texas State Board of Plumbing Examiners (“Board”) seeking a declaratory judgment that the Board did not properly apply the relevant provisions of the Administrative Procedure Act (“APA”) concerning Best’s request for approval to be a continuing-education provider for plumbers. See APA, Tex.Gov’t Code. Ann. §§ 2001.001-.902 (West Pamph.1996).
