Since March 2000 the petitioner has served as president of the State University of New York Research Foundation (hereinafter Research Foundation).1 By letter dated January 29, 2009 (referred to as a 15-day letter, see Executive Law § 94 [12] [a]) the respondent New York State Commission on Public Integrity (Commission) commenced an investigation of the petitioner pursuant to Executive Law § 94 (12). The investigation concerned the hiring and continued employment of a Research Foundation employee, one Susan Bruno (see Executive Law § 94 [12] [a]).2…
