Brandon Collins and Omega McCullagh filed a class action suit against various Indiana state officials, 1 under 42 U.S.C. § 1983, alleging violations of the Medicaid Act based on the State of Indiana’s failure to provide long-term residential treatment in psychiatric residential treatment facilities (PRTF) for children under the age of twenty-one.
