Appeal from a judgment of the Supreme Court (Sheridan, J.), entered December 30, 1998 in Albany County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to review a determination of respondent Director of Employee Relations denying petitioner John F. Curtiss’ out-of-title grievance.
