The defendant-appellant, Elias Carras-quillo, entered a conditional plea of guilty following the District Court’s denial of his motion to suppress evidence of drug violations found in a garment bag that he was carrying on an Amtrak train from Orlando, Florida, to Philadelphia, Pennsylvania.
