While he was incarcerated at the Federal Correctional Institution in Greenville, Illinois (Greenville), Donald Larkin was allegedly severely beaten by prison personnel. About nine months later, he filed a complaint under 42 U.S.C. § 1983 against two officers who he charged were personally responsible, Lt. Richard Galloway and Lt. Jerry Bowling. Initially, the answers that Lts. Galloway and Bowling filed said nothing about exhaustion of prison remedies.
