PRYOR, Circuit Judge:
This appeal requires us to decide whether we have jurisdiction over an appeal of a newly elected local school board and whether its individual members violated the clearly established right to free speech of the superintendent of education and her assistant superintendent when the board terminated or demoted them for public comments about local tax policy.
