MEMORANDUM OPINION AND ORDER

This matter is before the Court pursuant to plaintiffs’ Motion for a Temporary Restraining Order [docket no. 2], The Court held a hearing on April 10, 2003.

I. FACTS

Plaintiff Sac and Fox Tribe of the Mississippi in Iowa operates, among other things, the Meskwaki Casino near Tama, Iowa. The governing body of the Tribe is the Sac and Fox Tribal Council (the “Tribal Council”).
