CHAPMAN, Justice.

Wesley Albert Perkins, d/b/a Freedom Bail Bonds, appeals a take-nothing summary judgment entered in favor of appellees Horace A. Groff, individually and in his capacity as County Judge of Grayson County, Texas, L.E. Driscoll, individually and in his capacity as Sheriff of Grayson County, Texas, and Grayson County, Texas (collectively the County), in his suit to recover bail bond approval fees.
