MEMORANDUM OPINION AND ORDER
JOHN D. SCHWARTZ, Bankruptcy Judge.
This matter is before the Court on the motion of the debtor, Renee Mason, for turnover of funds allegedly held by the Illinois State Scholarship Commission (“Commission”) and the Commission’s motion to modify the stay. The relevant facts are as follows:
Prior to July 1986, the debtor entered into several loan agreements with the Bank of Ravenswood for Illinois Guaranteed Student Loans. The debtor defaulted on those loans and they were assigned to the State of Illinois. On or about July 1, 1986, the State sent a letter to the debtor…
