MEMORANDUM AND ORDER

GLASSER, District Judge.

This action concerns a dispute about the meaning of an insurance policy and was *555tried on stipulated facts, which the court shall summarize. Plaintiff New York Cross Habor Railroad Terminal Corp. (Cross Harbor) is a New York corporation that operated a vessel known as CARF-LOAT 29. Cross Harbor carries railcars between Greenville Terminal in Jersey City, New Jersey and the Brooklyn Army Terminal in Brooklyn, New York. A carf-loat is a barge fitted with rails.
