On behalf of the State Lottery Commission (the "Lottery Commission" or the "Commission"), you have asked whether the Commission may order a video lottery terminal ("VLT") facility licensee, Penn Cecil Maryland, Inc., and its parent company, Penn National Gaming (collectively "PNG"), to cease funding the opponents of an Anne Arundel County referendum.
