DENNIS, Justice.*

The primary issue in this case is whether the Commissioner of Insurance, as liquidator of a domestic insurance company, has the power to waive the insurance company’s attorney-client privilege with respect to communications that took place before the insurance company was placed in liquidation.

This case arises out of the liquidation of Automotive Casualty Insurance Co., a domestic insurer, pursuant to La.R.S. 22:736 et seq. On September 1, 1992, the district court entered an order directing rehabilitation of the insurer and authorizing the Commissioner of Insurance to conduct…
