Disability Rights Wisconsin, Inc. (“DRW”) is a non-profit corporation created under Wisconsin law in order to “[p]ur-sue legal, administrative and other appropriate remedies to ensure the protection of the rights of persons with developmental disabilities or mental illness.” Wis. Stat. § 51.62(3)(a)(l).
