("NOVA”), and the .Veterans Justice Group, LLC (“VJG”) (collectively, “Petitioners”), challenge the validity of regulations issued in 2014 by the Department of Veterans Affairs (“VA” or “Secretary”) pursuant to its notice-and-comment rule-making authority.
