¶.1. Kearney Brown sustained injuries in an automobile accident that occurred during the course and scope of his employ-: ment as a patrol officer with the City of Jackson (the City). The City denied workers’ compensation benefits to Brown on the -basis that he exhibited a willful intent to injure himself. An administrative judge (AJ) found that Brown was entitled to benefits.
