This case arises from an alleged failure on the part of Salem School District 600 to deliver a letter to the plaintiff, Jole Liddle, in a timely fashion. For reasons explained later in this opinion, we will only describe those facts alleged in the plaintiff’s complaint.

On June 27, 1991, Jole Liddle filed a complaint against Salem School District 600. In his complaint he claimed that during the academic year 1990-91 he was enrolled as a student in the Salem School District 600 and was also a member of the men’s varsity basketball team.
