Justin M. Corliss (Corliss) appeals pro se from the February 1, 2006 order of the Court of Common Pleas of Huntingdon County (common pleas) dismissing his complaint in negligence against employees of the Department of Corrections. Common pleas dismissed the complaint pursuant the Prison Litigation Reform Act (PLRA), 42 Pa.C.S. §§ 6601-6608, which authorizes the dismissal of litigation if the prisoner has filed previous “prison conditions litigation” 1 and three or more of those actions have been dismissed as frivolous, malicious or as failing to state a…
