MEMORANDUM
CAFFREY, Chief Judge.
These actions, which have been consolidated before this Court, are brought under 42 U.S.C. §§ 1983 and 1985(3) to redress alleged violations of plaintiffs’ constitutional rights. Damages, both actual and punitive, as well as declaratory and equitable relief, are sought. Plaintiffs are members of the Police Department of the City of Cambridge. The defendants are the City Manager, the Chief of Police, and the members of the City Council who share joint responsibility for exercising the powers and duties of an appointing authority.
