Eaton, Judge:

The Court has exclusive jurisdiction over this consolidated action, commenced under 19 U.S.C. § 1516a(a) and 28 U.S.C. § 1581(c), in which the Plaintiffs contest the Defendant United States International Trade Commission’s (“ITC”) negative injury determina tion upon reconsideration in Ferrosilicon from Brazil, China, Kazakhstan, Russia, Ukraine, and Venezuela, 64 Fed. Reg. 47,865 (Sept. 1, 1999).
