This appeal arises from the dismissal of plaintiffs’ (Matthew D. Wilson, Troy Edhlund, and Joseph Messineo) amended complaint seeking declaratory judgment and injunctive relief against defendants (Cook County, the Cook County commissioners, and Cook County Sheriff Tom Dart).
