The Georgia Department of Human Resources (DHR) instituted this action against appellant, the natural mother and custodial parent of her illegitimate minor child, Calvin Cox. Appellant received public *378assistance from DHR for the child and herself in the form of Aid to Families with Dependent Children (AFDC) until she became disqualified upon her receipt of a lump sum payment of $7,500 as the named beneficiary on a life insurance policy.
