This case comes before us as a direct appeal of a decision of the Pollution Control Board, pursuant to section 41 of Illinois Environmental Protection Act (Ill. Rev. Stat., ch. 111M, par. 1041), Supreme Court Rule 335 (Ill. Rev. Stat., ch. 110A, par. 335), and the Administrative Review Act (Ill. Rev. Stat., ch. 110, par. 264 et seq.).
