The appellant brought this suit against the appellee, seeking the issuance of a writ of mandamus to compel the appellee to back assess and collect certain income taxes which the appellant alleged had become due the State of Mississippi. The appellant sued in his individual capacity, alleging that he was a citizen and taxpayer of the State of Mississippi.
