ORDER

BRITT, District Judge.

This matter is before the court on defendant’s motion for summary judgment and plaintiffs motions to require inspection and for production of the administrative record. Plaintiff has responded to the motion for summary judgment. Defendant did not file a reply and the time in which to do so has passed. Defendant did not respond to plaintiffs motion and the time in which to do so has also passed. Both motions are now ripe for decision.
