June 6, 1960, J. Lael Simmons, an attorney at law, authorized to practice in Washington, was charged with conduct violative of his oath of attorney and certain Canons of Professional Ethics.

The complaint detailed factual allegations of specific acts of unprofessional conduct in his capacity as attorney for the guardianship estates of Frederick John Carroll and Laura F. Carroll, incompetent persons, for the estate of Laura F.
