Ex relatione the Attorney General of Louisiana, plaintiff filed this suit against Kenneth E. Pickering, Louisiana Commissioner of Financial Institutions, seeking to enjoin the defendant from requiring (as alleged) that all state chartered savings and loan associations located in the New Orle*945ans Metropolitan area exclusively use the appraisal services of Central Appraisal Bureau, Inc. (C.A.B.).
