The relator, having been appointed a clerk in the office of the commissioner of jurors in 1895, continued to retain his position and to perform its duties until the 31st day of March, 1898, on the morning of which day, though at what hour does not appear, he was discharged by said commissioner. The position was a competitive one, duly classified as such by the local civil service commissioners. ISTo opportunity was afforded him of making an explanation, nor were the true grounds of his removal forthwith entered upon the records of the office, or any statement showing the reason therefor filed…
