The plaintiffs are owners of capital stock of the First National Bank of the city of Jefferson, and notwithstanding their objections, the several shares of said stock were assessed in 1912 and objections to said assessment were overruled by the board of review.

1. Taxation: national bank shares: nature of: deducting federal bonds. The shares of capital stock of the First National Bank of Jefferson were assessed to plaintiffs as owners and such assessment confirmed by the local board of review. The regularity of the proceedings is not questioned, the sole contentions of appellants be-that Chapter 63 of the 34th General Assembly is (1) unconstitutional, and (2) in conflict with the federal statutes relating to national banks.
