Defendant-appellant, city of Beavercreek, appeals from a judgment of the trial court, in an appeal from an action by the Beavercreek City Council, holding that an ordinance passed by the Council in accordance with R.C. 727.08 is in conflict with Section 11, Article XVIII of the Ohio Constitution. The city of Beavercreek contends that the trial court lacked jurisdiction to hear the appeal from the City Council’s decision to adopt the recommendation of its Assessment Equalization Board (the “board”).
